soooooooooo this is crappy... so what i get is....

any level can use these skills mods ??? and levels have nothing to do with performance anymore since those previous skills will be taken away....

also ou know how we all do chevelle races sometimes.... an we are all different levels say im level 47 n someone else is 22 they add skill mods to that car an i used up my limit of skill mods i can use on other cars an i dont want to lose any mods from the pther cars so i race that chevelle stock... the lvl 22 will win cause they got the mods on that car??

also do the parts we have on cars only "help" the mods and arent the big factor anymore?

No i dont think parts help the mods, but remember, someone under the lvl of 20, usully dont have anything over race improved parts so am not too worried about that, besides races have lvl restrictions to race on them so if your lvl 50, race with tracks over lvl 40 or somthin and usully u dont get put into a race with a racer lower than lvl 30 if your lvl 50 in any race but their are exceptions...
